KMKC Retained by Cincinnati Center City Development Corporation (3CDC) and Uptown Consortium
Cincinnati, September 29, 2005 - KMK Consulting Company is proud to announce that it has been retained by the Cincinnati Center City Development Corporation and Uptown Consortium to develop an economic analysis model, applying it to the eleven existing tax increment financing (TIF) districts and the nine proposed TIF districts in the City of Cincinnati, and obtaining certified TIF district approval from the Ohio Department of Development by December 31, 2005.
The Ohio General Assembly recently passed House Bill 66 which requires that all taxes within the incentive district accruing to the State of Ohio by reason of the improvements made within the district during its existence must exceed the amount that the state pays to the school district. The bill placed a December 31st deadline for submittal of the economic analysis to grandfather any TIF districts under the prior TIF law.

The Uptown Consortium
The Uptown Consortium is a non-profit organization made up of Uptown's five largest employers: Cincinnati Children's Hospital Medical Center, Cincinnati Zoo & Botanical Garden, The Health Alliance of Greater Cincinnati, TriHealth, Inc. and the University of Cincinnati. Uptown generally includes the neighborhoods of Avondale, Clifton, Clifton Heights, Corryville, Fairview, Mt. Auburn and University Heights. Together, the center city and Uptown compose the core of the region.
The mission of the Uptown Consortium is to ensure the uptown region is a safe, attractive, and livable community for its residents, employees, students, and visitors. The mission is achieved through a management structure and the actions of specific committees and sub-committees. The Public Safety component of the Consortium seeks to improve safety and the perception of safety through a variety of strategies including information sharing and high visibility of security forces.
